Mr. A: We don't have a lot of information about this kid, but it sounds like fetishistic behavior, not incestual. You wouldn't know from your experience, but if you had a fetish for panties you might very well do what he did regardless of whether they were your sister's or not. As far as we know, the panties themselves could be more important than whose they are. We don't really know what motivates him, but I would give him the benefit of the doubt unless I heard otherwise from his sister. Your hypothetical scenario of his sister leading him on is irrelevant - we have no reason to believe she would do such a thing or how he would respond.
My point is that there is a lot of sexual stuff going on that is much more worrisome than what this kid has done. If she complained that he tried to rape her for example, well then, let's condemn him. But from what she said, this is really quite mild and typical teenage behavior.
