I find that, if I wear over-the-knee socks, then as I walk, the tops of the socks ride down until they are just below my knees.

Where on your legs does the hemline come? If it's below the knee, then yea, certainly. If it's above, and you show a bit of leg (nothing wrong with that if you have milliondollar legs!) then the trouble is that it might look as if you didn't mean to. I'm not saying "nay", mind.

Would look good with knee-length or midi-length skirts, but could look a bit 'try hard' with a mini..

If wearing a mini I think high boots or sandals/sandal-type shoes would look better - with or without fishnets 'hose/stockings.
