Im an Avon rep, and usually when you dont recieve it, its because it wasnt ordered on the form.
Even when its free the customer has to put the order code on the form.

If you did order it, it is more than likely they were out of stock, but you should phone customer services/ or your rep should.

And you will get either samples as a sort of appology or somthing simmilar of equal or higher value..
