changing supervisor password

hey all,
I can't figure out how to change this password. This is the one that pops up when you change things in the internet options such as content restrictions. There is more than one user on the computer, so I also need to know if I have to start up with each user and change that password too.
Bottom line, I want to put restrictions on the computer and not have anyone know the password to access the restricted sites.
Everything I've searched for has brought me to the wrong screen, I get asked if I want to change the User's .Net password but that isn't what I'm looking for.
Any help with this would be great! I'm stumped.

we have two computers, but they aren't networked, I don't know how to script it and I don't know what that means.

Hmmm, let me see what I can dig up on this, there's got to be a way apart from scripting (like a little file full ofcommands to run one after another, certain controls can be set through that.). There's got to be a way.
